Resolve "Events vom Logging in die DB persistieren"

• add a new cicd stage that can be executed by a gitlab schedule once a day (see: https://gitup.uni-potsdam.de/innohs/rest-api/-/pipeline_schedules)
• add new database user_activity_log
• add new endpoint NightlyPersistLogs that transfers log file to database (but only once a day)
