Created an overlay to show all topics

Jan Bernoth requested to merge tags_overview into master
  • all topics were shown in overlay grouped by parent_topic
  • shows overlay if no topics are selected in backend
  • after closing the overlay, topics were sent to backend
  • changed prod address
