Possible to unfinalize dossier: While creating the annotation for a dossier, it is possible to unfinalize the dossier.

1. Write dossier and click "veröffentlichen".
2. Go to annotation page and click "bearbeiten".
3. Click "Speichern" on dossier page

-> dossier is unfinalized again and it is possible to edit it. (other than the "Veröffentlichen" button says)
