Move moodle configuration out of container build

Currently a version of config.php is built into the image. As config.php contains sensitive information, either move it out of the container or provide a way of controlling the information from outside via environment variables.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
